Adding Functionality

I had a friend set up my site (thecapitolist.com), and now I'd like to make a few changes. I'd like to change the background color and I'd like to make the main column slightly thinner. I'd also like to add a few message boards identical to the main one for specific topics and I'd like to add a search funtion. Can anyone help me?
