Please note that I was merely attempting to illustrate my point: Drupal is currently more developer-centric than it is user-friendly. This is something which should be highlighted for future releases.
Drupal continues to improve in usability for non-developers and think that it really depends upon what your objective is. If you just want to get a basic site up quickly to provide simple article type of information internally or externally, you could easily grab one of the included themes and get a simple site up and running quickly.
However, if you want non-default content types, ecommerce, voting, ratings, custom views, etc. then you will be time and money ahead to hire someone with the right experience.
I explain it like a car. If you just want a way to get from point a to point b then it doesn't take a lot of expertise to figure out how to pump gas and put air in the tires. If you want to make the same journey at 120mph 20 times a week, then you are going to have to have a team who understands the internals of your vehicle to build it to accomplish that goal and to provide ongoing support to keep you running. Sorry for the corny example, but it works.
I agree.. know alot or no PHP is a better way to go.. its somewhat sad to see that your average person these days can develop an entire site simply by clicking! but seeing as thats the way the web is going theres no holding me back!
I definitely recommend anybody who wants to be a webmaster using Drupal because it's powerful and easy to handle, especially for newbie.
I did not know anything about website design or HTML,Php when I planed to set up a website, but I finished it by myself using Drupal in 15 days(in May).
