Drupal NGO's site

The aim is to develop a site for cca. 2.000 NGO's which would offer webmail, calendaring, wiki and some basic cms (Drupal is a must).
The site would need to be multilingual (only European languages).
Technical requirements are linked to using php and mysql. everything else is debatable.
