Drupal Job Board

I am looking for someone to provide the ability to give me a project plan and estimate for the following...

Create a multiple e-commerce site using Drupal 5.x or 6.x
Build and create 3 Templates. Logos and color scheme will be provided.
Integrate ShipCompliant API into Drupal e-commerce or Ubercart. A developer's guide and on the API will be available.
Provide shipping from multiple locations.
Multiple level of shoppers from wholesale, wine club members, employees and shoppers.
Shipping will need to be integrated to FEDEX.
Taxes will be determined by state and provided by the ShipCompliant API.
Articles and capturing RSS Feeds will need to be created.
A rating system using the bond rating scale will need to be provided to rate products and articles.

I have already created this in Joomla and Magento. I am looking to compare Drupal to the mix to see which is better. If drupal works out the best, which i am sure it will, I am looking for a developer who is low cost but can work on a long term project.
